What One Japanese Recipient Heard

A Japanese committee member once described an uncomfortable contradiction. The Japanese used by foreign students was understandable. The problem was not that the recipient could not work out the literal content. In conversations and email, however, the recipient felt that the expected signs of respect were missing. Language that made grammatical sense still felt inappropriate for the relationship.

This is the recipient’s experience, recorded in meeting material from Japan’s Agency for Cultural Affairs. It is not a record of what the students intended. We do not have the messages themselves, the relationship in each exchange, or evidence of a later explanation or apology. The account therefore cannot support the simple verdict that the students “were rude.” It shows that one recipient experienced the language that way.

That difference—between an intention and its reception—is the reason the example deserves more than a rule about verb endings.

The content arrived; the relationship signal did not

When communication fails completely, both sides usually know there is a problem. Here, the words conveyed enough content to be understood. The mismatch appeared on another layer: how the language positioned the speaker in relation to the recipient.

The committee member referred to both conversation and email. Those are not interchangeable details. In conversation, participants can react and seek clarification while the exchange is happening. An email arrives as a completed text, and the sender may not see how it is received. The source does not tell us which exact expressions caused the discomfort, so it would be unsafe to invent a sentence and label it the mistake. What it establishes is that the recipient noticed an absence of expected respect signals across more than one medium.

The experience also contains a useful restraint. The committee member spoke about the need to listen with tolerance. That keeps the problem two-sided. A learner has reason to consider how a relationship is expressed. A recipient also has reason not to treat an unfamiliar choice as proof of contempt.

Grammar cannot decide the whole exchange

A sentence may be grammatically interpretable without being well matched to its recipient. That does not mean there is one universally correct level of politeness. The same form can be evaluated differently depending on who is speaking, who is receiving it, what they are doing, and what relationship they have.

Current Agency for Cultural Affairs guidance treats honorific language in just that relational way. Its framework is based on context, human relationships, and mutual respect rather than mechanically applying one uniform form everywhere. That current guidance helps interpret the older recorded experience without turning it into “no keigo equals rude.”

The point is not to maximize formality. Excessive formality can also be poorly matched to a situation. The harder task is to make a choice that fits the relationship and purpose while remaining clear.

What a sender can check before speaking or sending

Because the original messages are not available, this article cannot prescribe a corrected sentence. A useful check begins one step earlier.

First, identify the relationship that the message must carry. Is the recipient a friend, a teacher, a customer, a supervisor, or someone you have just met? Next, identify the action: requesting help, reporting information, disagreeing, thanking, or arranging something. Finally, consider the medium. A sentence that can be softened or clarified immediately in conversation may need more explicit framing in email.

This is not a checklist that guarantees approval from every recipient. It is a way to avoid treating grammatical comprehensibility as the only test. If the relationship is unclear or the stakes are high, ask a trusted speaker to review the message with the recipient and purpose specified. Without that context, even a technically correct replacement may solve the wrong problem.

What a recipient can do with an awkward message

The experience also gives recipients a decision to make. If a message is understandable but sounds unexpectedly blunt, there are at least two separate questions: “How did this sound to me?” and “What did the sender intend?” The first is a real reaction; the second may still be unknown.

Keeping those questions separate does not erase the effect of the language. It creates room to clarify the request or explain how the wording may be heard. That approach follows the tolerance noted in the committee discussion without asking the recipient to pretend that no discomfort occurred.

Again, this is a practical inference, not a reconstruction of the original interaction. The record does not say that the committee member used this method or that the students received feedback.

The boundary around one recipient’s account

The source supports a focused conclusion: one Japanese recipient understood Japanese used by foreign students in conversation and email but felt strong discomfort because expected respect was not perceived. It demonstrates that literal meaning and interpersonal reception can diverge.

It does not tell us that the students intended disrespect, that every Japanese recipient would react the same way, or that using honorific forms automatically makes a message appropriate. It cannot supply the absent messages, and it cannot tell us whether the relationship was later repaired.

For a learner, the important shift is from “Is my Japanese understandable?” to “What relationship will this wording communicate here?” For a recipient, it is from “This sounded disrespectful” to the still-open question, “Was disrespect intended?” Those are not symmetrical responsibilities, but attending to both gives the exchange a better chance of being corrected before a linguistic mismatch becomes a judgment about the person.

Related reading: Teinei (丁寧): Polite Speech, Careful Work, and the Difference

Sources

Agency for Cultural Affairs, 22nd National Language Council meeting record — source of the Japanese recipient’s third-party experience; paraphrased here.

Agency for Cultural Affairs honorific-language guidance — current contextual and relational guidance.

Agency for Cultural Affairs, Guidelines on Honorific Language — official framework and evidence boundary.

One Japanese recipient understood foreign students’ Japanese in conversation and email but perceived missing respect.
